Sir:-
I have the honour to report, with reference to your despatch No.117 of the 21st March, that the French Minister having informed me that he had duly notified
the Wai Wu Pu of the willingness of his Government to
co-operate in measures for the prohibition of the im- portation, manufacture and sale of morphia, I yesterday took an opportunity of ascertaining from the Ministers of that Board whether they intended to make any fur-
ther afforts to obtain the consent of the German Gov-
ernment to the prohibition.
The Grand Secretaries Na and Ch'u expressed their
appreciation of the sympathetic assistance they had received from His Majesty's Government in this matter and remarked that there were now only two leading Pow-
